MODUS OPERANDI CIRCULAR  |  Message from Chief Commissioner, JNCH to all employees-reg(Hindi )  |  Message from Chief Commissioner, JNCH to all employees-reg(English ) CBEC launched new 3 tier Accredited Client Programme (ACP) and Authorized Economic Operator (AEO) programme vide CBEC Circular No: 33/2016-Customs dated 22.07.2016. | The prominent features of the new programme are; 1) Facility of Direct Port Delivery. 2) Facility of Director Port Entry for factory stuffed containers. 3) Any entity handling 25 import or export documents annually can become part of this programme. 4) Facility of Deferred Payment of duties. 5) Mutual Recognition Agreements with other Customs Administrations. 6) Faster Disbursal of drawback. 7) Fast tracking of refunds and adjudications. 8) Extension of facilitation to exports in addition to imports. 9) Acceptance of Self Certified copies of FTA/PTA origin certificates/ other certificates. 10) Request based ‘on site inspection/examination’. 11) Paperless declarations with no supporting documents. 12) Recognition by other Partner Government Agencies.For further details about new 3 tier AEO please refer to Public Notice No:105/2016 | CBEC launched Indirect Tax Resolution Schemes, 2016 vide Notification No: 29/2016-Central Excise (NT) dated 31.05.2016 1) A person may make a declaration in Form I on or before 31.12.2016 to the Asstt/Dy. Commissioner, Central Legal Cell, who is the designated authority. 2) Designated authority shall acknowledge the declaration in form II. 3) Declarant shall pay duty with interest and penalty @ 25% imposed in Order-in-Original issued by Asstt. / Dy. Commissioner, Jt/Addl. Commissioner within 15 days of the receipt of acknowledgement and inform the designated authority within 7 days. 4) On receipt of the proof of payment, the designated authority shall, within 15 days of the receipt of such proof, pass an order of discharge of dues. 5) By Search seizure cases; cases where prosecution has been instituted before 01.06.2016; Narcotic drugs and psychotropic substance case, prohibited goods, offence punishable under IPC; Prevention of Corruption Act, 1988 or detention order under the Conservation of Foreign Exchange and Prevention of Smuggling Act, 1974. The Jawaharlal Nehru Custom House is the biggest Custom House in the country in terms of containers handled, documents filed and revenue generated. Examination of Import Cargo is not being done inside the Port Terminals. The emphasis is on speedy movement of containers and to utilize the port area exclusively for loading and unloading of the containers. The average turnaround time for vessels calling on the port is less than one day; the average time taken for the containers to be shifted to the various container freight stations where the customs examination and clearance of the containers takes place is 1(one) day.
