CFS Details :

At present there are 27 Container Freight Stations (CFSs) within the jurisdiction of Jawaharlal Nehru Custom House and Letter of Intents for some more CFSs have been issued by the Inter Ministerial Committee, Department of Commerce. These CFSs have been setup over different period of time since the inception of Jawaharlal Nehru Port in the year 1989.

To monitor the growth of ICDs/CFSs, a regulatory authority in the form of Inter Ministerial Committee has been constituted in the year 1992. The proposal for setting up ICDs/CFSs are examined by the Inter Ministerial Committee, and on acceptance thereof by Inter Ministerial Committee, Letter of Intents are issued to the applicants by the Infrastructure Division in the Ministry of Commerce. After issuance of LOI, the facility is notified as a CFS under Section 8 of the Customs Act 1962 and the operators of CFSs are appointed as Custodian under Section 45 of the Customs Act 1962 by the jurisdictional Commissioner of Customs provided they satisfy the conditions relating to development of infrastructure and facilities and furnish Bonds and Bank Guarantees as laid down for such purposes in the CBEC Circular No. 128/95 – Cus dated 14.12.1995 (as amended from time to time).

Circular No. 128/95 – Cus dated 14.12.1995 provides the guidelines/conditions for being appointed as Custodian, which in brief includes providing safe and secure premises modern handling equipments, no alteration of plan without concurrence of Customs, insurance of goods, abiding Customs Rules and Regulations, execution of Bond and Bank Guarantee, duty liability for pilfered goods, bearing Cost of Customs staff, providing adequate arrangement and office space in CFS, suitable transport to staff etc.
