\r\nSubject: Non requirement of hard copy of E-form 13 at Port Gates for clearance of export containers –reg.\r\n\r\n\r\nAttention of all the concerned is invited to the Customs procedure for gate-in export containers at port. Presently, the Customs procedure for allowing gate-in of the export containers is on the basis of E-Form 13 issued by Port Terminals, for the containers which are transported by road. The Form 13 which is issued electronically and called E-Form 13 contains details like Vehicle No., Vessel Name, Container No., Seal No., ISO Code, Shipping Line, etc. The Customs gate Officer posted at Port gates are also having access of the E-Form-13 details in the Port System provided by the Port terminals.\r\n\r\nThe Customs Broker/ Representative present the Printout of E-Form 13 to the Customs gate officer and gate officer enters the details in the Port System which displays container no., ISO code, Customs seal, Shipping Bill no., type(refer/general), status etc., in order to verify the integrity of the E-Form 13. Thereafter, the gate officer verifies the above said details with the manual copy of the Container Load Plain (CLP) in case of Docks Stuff Containers / Export Invoice in case of factory stuff containers. After such verification, the approval is granted in the port system for gate-in of the container. All these formalities of the Customs approval are done much before the container actually arrives at the port gate. When the container physically arrives at the port gate, the gate officer verifies the integrity of the Customs seal and makes endorsement in CLP/ invoice as the case may be and container is allowed inside the port.\r\n\r\nIt has observed that no endorsement of any kind is made on the printout of the E-Form 13 which is only used to know the Container No. which is going to be gate-in. Since, the Container No. details are also available in the Container Load Plain (CLP) in case of Docks Stuff Containers / Export Invoice of in case of factory stuff containers. As a measure of Green Customs and to eliminate physical copy of E-form 13 being generated and presented to the Customs gate officer for necessary verification it has been decided that henceforth the Customs gate officers will do the necessary verification at the Port Gates on the basis of the CLP/Export Invoice and requirement of the Printout of E-Form 13 is done away with immediate effect.\r\n\r\nThe above instructions are brought to the notice of all the Officers, concerned staff and field formations for information, guidance and strict compliance.\r\n\r\nSd/-28.01.2016\r\n(RAJEEV TANDON)\r\nPR.
