A special drive to liquidate the pendency of provisional assessments on account of P.D. Bonds, Test Bonds, End use Bonds, etc., the finalisation / cancellation of which are pending for more than six months shall be carried out during September and October, 2013. The officers and staff of the Commissionerate shall follow the procedure listed below :-
- The Dy./Asstt. Commissioner of Customs of the concerned Groups / Sections shall take stock of the pendency of the various bonds mentioned above and direct the Examiner/DOS/STA/TA of the respective branch to keep such files available.
- The Importers / Customs Brokers and others concerned have been notified to approach the Dy./Asstt. Commissioner of Customs of the concerned Appraising Group / Section with all the documents required for finalisation / cancellation of the pending bonds.
- On receipt of the documents, the Dy./Asstt. Commissioner of Customs will allot such documents to the concerned AO/EO/STA who will scrutinize the documents and put up the relevant files to the Dy./Asstt. Commissioner of Customs for closure / cancellation, if due, within 3 working days. On scrutiny of the documents, if any discrepancy is noticed, query is raised or clarification is sought, the same shall be approved by the Dy./Asstt. Commissioner of Customs and communicated to the concerned Importer / Customs Broker within the next 3 days. The Importer / Customs Brokers shall submit the reply to such discrepancy / query / clarification within 5 days. On receipt of the reply, the Dy./Asstt. Commissioner of Customs shall process the same and finalise the case within 3 days. Difficulties, if any, in finalization / cancellation of the bonds, shall be brought to the notice of the Addl. Commissioner concerned.
- The concerned Appraising Group / Section shall maintain a register for giving a running serial number, entering the relevant details of the cases and the document submitted. The details of the discrepancy noticed / query raised / clarification sought, shall also be entered in the said register.
- The Dy./Asstt. Commissioner of Customs of the Group / Section / CFS concerned shall submit a report of the cases disposed off and the number of cases pending with the reasons for pendency to the Addl. Commissioner of Customs in-charge every Friday. The Addl. Commissioners shall submit a progress report to the Commissioner of Customs at the end of the month.
